THE HISTORY OF FOUNDATION OF THE ACADEMY OF THE MINISTRY OF THE REPUBLIC OF TAJIKISTAN
The Academy of the Ministry of Internal Affairs of the Republic of Tajikistan is the highest educational institution; its founder is the Ministry of Internal Affairs of the Republic of Tajikistan, which is in its direct subordination. The Decree of the Government of the Republic of Tajikistan "On the transformation of the Higher School of the Ministry of Internal Affairs of the Republic of Tajikistan into the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan" under the number No. 519 dated December 30, 2000.
Beginning in the mid-1920 year, with the creation of militia departments in Tajikistan, short-term training courses for militia officers were also organized. In those sensitive historical periods of the country, courses were created for a month, two months, three months, and after six months, which thousands of militia officers successfully completed.
In 1930, a two-year school of militia functioned in Stalinabad (now Dushanbe), in autobiographies of some employees it was recorded that they graduated from the school in 1930 or in subsequent years.
During the Great Patriotic War (1941-1945), in connection with the sending of the majority of young people to the war, young girls were admitted to the two courses of this school, that in the future among them came able militia employees.
From the mid-1940 year until 1970 year, the school's educational building was located on the territory of the former Department of correctional work of the Ministry of Internal Affairs - now the Main Directorate for the Execution of Punishments of the Ministry of Justice of the Republic of Tajikistan.
In 1970-1991, this school for the Ministry of Internal Affairs of Tajikistan produced thousands of Tajik youths, and they were sent for practical work.
In the sphere of activity of law enforcement bodies, Tajik specialists, even before the collapse of the Soviet Union, were mainly trained in other union republics. Inside the country, only the Dushanbe secondary specialized school of militia of the USSR Ministry of Internal Affairs functioned, where only specialists with an average special legal education were trained. This school began its activity in 1970, and specialists were trained there for the Ministry of Internal Affairs of the Tajik Soviet Socialist Republic. Over the years of its existence (1970-1991) the school has trained thousands of specialists for the Ministry of Internal Affairs of the Tajik SSR.
In 1982, on the initiative of the Ministry of Internal Affairs of the Tajik SSR and support, the Ministry of Internal Affairs of the USSR in Dushanbe established the department of correspondence education of the Tashkent Higher School of the Ministry of Internal Affairs of the USSR. This educational institution was directly subordinate to the Ministry of Internal Affairs of the Uzbek SSR, and in its activities did not have relations with the Ministry of Internal Affairs of the Tajik SSR.
After the collapse of the Soviet Union, all ties of centralized training of specialists for the bodies of the ministries of internal affairs were torn; a new period of historical development began with all the problems of economic, social, political and military-psychological nature. Unfortunately, after gaining political independence (September 9, 1991), Tajikistan was not only involved in the civil war, but training of specialists for Tajikistan in other republics became impossible, and the Ministry of Internal Affairs of sovereign Tajikistan faced many difficulties.
In this circumstance, the Cabinet of Ministers of the Republic of Tajikistan adopted the Decree "On the Establishment of the Dushanbe Higher School of the Ministry of Internal Affairs of the Republic of Tajikistan" dated December 23, 1991, No. 372, which was aimed at providing internal affairs bodies with specialists in this field. Thus, this school began its activity as a higher educational institution on the material and technical and personnel base of the Dushanbe Distance Learning Department of the Tashkent Higher School of the USSR Ministry of Internal Affairs and the Dushanbe Specialized Middle School of the Ministry of the Interior of the USSR.
Later, the Government of the Republic of Tajikistan approved the Resolution "On the Structure of the Dushanbe Higher School of the Ministry of Internal Affairs of the Republic of Tajikistan" dated August 11, 1994, No. 358, according to which the Higher School classified its internal structure and continued its activities.
If more than 160 students graduated from the secondary special militia school annually, and more than 60 teachers and staff worked, more than 200 teachers were already at the Higher School and more than 450 students graduated from the school every year and went on to practical work.
Heads of the Dushanbe secondary special militia school and then the Higher School (Academy) of the Ministry of Internal Affairs of the Republic of Tajikistan were:

The Academy carries out its activities in accordance with the Constitution of the Republic of Tajikistan, the Civil Code, the Labor Code, the Laws of the Republic of Tajikistan on the Militia, On Education, On Higher and Post-Graduate Professional Education, On Language, Of the Government of the Republic of Tajikistan "Regulations on the Service by the Ordinary and Chief of Staff of the Internal Affairs Agencies of the Republic of Tajikistan", an approximate Resolution "On the Educational Institution higher professional education of the Republic of Tajikistan ", normative legal acts of the Ministry of Internal Affairs of the Republic of Tajikistan, the Ministry of Education of the Republic of Tajikistan and the Charter of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan.
The Ministry of Internal Affairs of the Republic of Tajikistan is the founder of the Academy and is directly subordinate to the Minister of Internal Affairs and only with his consent, where necessary, its personnel (with the exception of civilians) will be involved in order to protect public order, eliminate the consequences of emergencies and other events.
The Academy of the Ministry of Internal Affairs of the Republic of Tajikistan makes its significant contribution to the training of highly qualified specialists in the field of law enforcement. Professional training of specialists of various services of internal affairs and other law enforcement bodies is carried out by the Academy taking into account actual conditions.
The main areas of the Academy are educational activities, educational and methodological, research and publishing, educational, economic and international directions.
The Academy consists of 5 faculties, 23 chairs, 8 departments, 9 branches and division, 3 advanced training courses. Six doctors of science - professors and 38 candidates of science - associate professors were involved in the training process.
Higher vocational education is provided at faculties No. 1, 2 and 3 and secondary vocational education at the Faculty No. 4 of the Academy in Khujand.
In general, the Academy of the Ministry of Internal Affairs trains specialists in the following areas:
- Management in the field of law and order;
- Operatively-search;
- Administrative and legal;
- Investigative-forensic;
- Engineering and technical;
- Emergency incidents;
- Commanders.
Studies in the Academy are conducted in Tajik and Russian language. In five faculties of the Academy, 166 subjects are taught, students and cadets study Russian and English, as well as Persian script.
Admission to the Academy is carried out by two forms of training - day and correspondence. Examinations are accepted in written, test and practical (physical preparation) form.

Faculty No. 1 was created by the order of the Ministry of Internal Affairs of the Republic of Tajikistan dated 13.02.2001 for No. 106. This faculty is one of the most important structures of the Academy and was created to train leading cadres. The training of such personnel is directed, first of all, for the departments and departments of the Central Office of the Ministry of Internal Affairs, the main directorates and departments of internal affairs of cities and districts. In addition, staff of other services and units of law enforcement agencies and law enforcement agencies of the country study on this faculty on a contract basis. In particular, the staff of the Ministry of Justice, the Ministry of Defense, the National Guard, the State Committee for Defense in Emergency Situations, the Agency for State Financial Control and Fight against Corruption of the Republic of Tajikistan, the Agency for Drug Control under the President of the Republic of Tajikistan and the Customs Service.
On the structure of the Faculty No. 1, there are higher academic courses (VAK), in which the leaders of various degrees - deputy heads of departments, chiefs and deputy chiefs of the departments of internal affairs of cities and districts raise their qualifications.
Faculty No. 2 is one of the main structures of the full-time form of training of the Academy; specialists are being prepared for internal affairs bodies in specialty 240102 - Jurisprudence and Lawyer.
Faculty No. 3 specializes in training specialists in specialties 240102 - "Jurisprudence" and 940301 - "Safety from fire" for the Ministry of Internal Affairs, as well as on a contract basis for other law enforcement agencies and law enforcement agencies of the republic.
This faculty trains representatives of other law enforcement agencies and law enforcement agencies, such as the Ministry of Justice, the Ministry of Defense, the National Guard, the State Committee for Emergency Situations, the State Committee for National Security, the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, the Monitoring Agency drugs under the President of the Republic of Tajikistan and the Customs Service. In addition, in this faculty, courses are organized for the upgrading of the average commanding staff of law enforcement bodies, in which, according to the schedule of the curriculum, employees of various bodies receive training courses for a month.
Faculty No. 4 of the Academy of the Ministry of Internal Affairs, located in Khujand, Sughd region, was created by the Decree of the Council of Ministers of the Republic of Tajikistan on August 11, 1994 under the number 388. The faculty opened its doors to 400 listeners for the training of specialists with higher education in the investigative and forensic spheres.
Faculty No. 4 of the Academy of the Ministry of Internal Affairs trains specialists in the specialties 240102 - "Jurisprudence" in the field of administrative activities of the internal affairs agencies and 021200 - "Commander". In addition, in order to improve the professional training of the employees of the Suhgd region's interior affairs bodies, the Ministry of Internal Affairs of the Republic of Tajikistan of 05.08.03, No. 408 at the faculty, operates the courses of initial training and advanced training of the rank and file commanders of the Ministry of Internal Affairs of the Sughd region.
Faculty No. 5 of the Academy of the Ministry of Internal Affairs is currently carrying out its activities on the basis of the implementation of paragraph 53 of the Protocol of the meeting of the Government of the Republic of Tajikistan dated January 25-26, 2008, No. 3 "On the Education of Fire and Emergency Service Staff on the Base of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan with 2008-2009 academic year ", which began its work since 2009.
Thus, the Academy opened 2 new specialties - "Fire safety" and "Protection in emergency situations" full-time form of training, where specialists are trained in specialties 940301 - "Fire safety" and 940101 - "Prevention and elimination of consequences of emergencies."
The Academy of the Ministry of Internal Affairs employs 32 scientists with scientific degrees, i.e. 2 Doctors of Sciences, 30 Candidates of Sciences, 1 Honorary Lawyer of Tajikistan, 1 Honored Worker of Tajikistan, 10 honors in education of the Republic and others who are employees of law enforcement agencies.
In 2014, a new branch was opened - the Department of Adjuncture, whose goal is to strengthen the scientific and educational base, increase the scientific level of the Academy in the field of higher education and science in the republic and abroad, and improve the level of education and scientific and pedagogical skills of citizens.
Adjuncts and applicants conduct their scientific research under the guidance of experienced scientists, doctors and candidates of legal science.
It should be noted that not only employees of the subdivisions of the Ministry of Internal Affairs but also employees of other state bodies (judicial bodies, the State Committee for National Security, the Agency for State Financial Control and Fight against Corruption of the Republic of Tajikistan) and non-governmental organizations are trained in the department of Adjuncture.
The Academy in sports development is given constant and comprehensive attention. Organization and promotion of sports in the Academy is entrusted to the department "Special tactics and physical training". In the Academy for various sports there are 11 sections.
Athletes of the Academy take an active part in all city and republican sports competitions and win prominent places. For several years, the Academy trained dozens of masters and candidates for the master of sports, as well as hundreds of athletes of the first and second sports categories.
It should be noted that in recent years the cadets of the Academy took active part in all-republican and international competitions and won more than 50 medals (gold, silver and bronze). One of the sources of promotion in sports is the availability of a fitness club, which is equipped with modern equipment and plays a leading role in this direction.
