Karimzoda Umar Karim (02/19/1985, Republic of Tajikistan, Dushanbe) in 2006 graduated from the Faculty of Law of the Tajik State National University with a degree in Jurisprudence. He began his activity at the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan in 2008 and has been working in various positions to this day.
In 2017, he entered the faculty for the preparation of scientific and scientific-pedagogical personnel of the Academy of Management of the Ministry of Internal Affairs of Russia. In 2020, after graduating from this educational organization, he successfully defended his Ph.D. thesis on the topic “Constitutional and legal foundations for the status of foreign citizens in the Republic of Tajikistan and the role of internal affairs bodies in ensuring it” in the specialty 12.00.02 - Constitutional Law; constitutional litigation; municipal law.
He is the author of 1 monograph, 8 educational and teaching aids and more than 45 scientific articles.
HISTORY OF EDUCATION AND DEVELOPMENT OF THE DEPARTMENT OF STATE LEGAL DISCIPLINES OF THE FACULTY №2 OF THE ACADEMY OF THE MIA OF THE REPUBLIC OF TAJIKISTAN
The Department of State and Legal Disciplines of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan was established in 1993, on the basis of a cycle of legal disciplines, created in 1970 and included in the structure of the Dushanbe secondary special police school of the Ministry of Internal Affairs of the Union of Soviet Socialist Republics. In this cycle, in 1970-1992, such employees as Akhmedov T.N., Barsukov P.I., Bezpalov E.I., Borodin A.K., Gazaryan L.V., Evdokimov V.P., Ermolaev A.A., Ivanova Z.A., Kaidanova E.D., Klenash N.S., Krasyukov O.V., Kudrik A. G., Lebeskov V.K., Lekov Yu.N., Mozheiko S.V., Nadein S.V., Nishuk A.S., Nurieva O.P., Rakhmonov V.R., Romanova N.A. , Serikov B.K., Strokov S.Ya., Khadzhimatov R.M., Sharipov K., Shipilova R.R., Shcheglova L.A. and others.
Over the years, the cycle of legal disciplines was headed by: Ponomarenko Vladimir Alexandrovich (1970-1975), Borisov Ivan Ivanovich (1975-1987), Morozov Vadim Mikhailovich (1987-1988), Yashchkin Mikhail Ivanovich (1988-1991), Kim Evgeny Petrovich (1991-1991- 1992).
The first head of the Department of State and Legal Disciplines was Militia Colonel Anatoly Viktorovich Yegoshin (1992–1993). In 1993-2009 the department was headed by: Rajabzoda R.M. – Doctor of Law, Associate Professor, Police Colonel (1993–2008); Saidzoda Z.A. – PhD in Law, Associate Professor, Police Colonel (2008-2009); Odinazoda A.Sh. – PhD in Law, Associate Professor, Police Colonel (2009-2014); Gafuri M.S. - PhD in Law, Colonel of Militia (2014-2016), Karimov H.M. - Candidate of Legal Sciences, Police Major (2015-2016), Safarzoda H.S. – PhD in Law, Associate Professor, Police Colonel (2016-2019); Bobonazarzoda F.Sh. - PhD in Law, Police Major (2019-2020); Zarobidinzoda S.Z. - PhD in Law, Police Lieutenant Colonel (2020-2022); Karimzoda U.K. - PhD in Law, Police Lieutenant Colonel (2022-present).
It should be noted that after the formation of the Dushanbe Higher Police School of the Ministry of Internal Affairs of the Republic of Tajikistan in December 1991 and the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan in December 2000, employees who contributed to the achievement of structural, organizational, scientific -research, methodological and other works and laid the foundation for the further development of the department, such as: Rajabzoda R.M., Khalikov K.N., Safarov I.D., Saifulloev N.M., Saifiddinov A.A., Akramov M. A., Sharipov B.U., Kavgakov H., Karimov D.B., Odinazoda A.Sh., Gafuri M.S., Kudzhev N.Kh., Rakhimova G.O., Khairulloev F.S., Saidzoda Z.A., Yusufzoda A.Kh., Mansurzoda A.M., Negmatov B.S., Ziyaev I.Kh., Akhmedova L.F. Safarzoda Kh.S., Bobonazarzoda F.Sh., Zarobidinzoda S.Z., Abdullo A.R., Mahinai N. and others.
Teachers of the Department of State and Legal Disciplines in the current conditions, carefully preserving all the positive that was accumulated by his predecessors, are trying to pass them on to cadets and students in order to broaden their horizons, which will allow them to cover the past, present and future of the internal affairs bodies, as a component parts of Tajikistan.
The Department of State and Legal Disciplines studies such academic disciplines as: theory of state and law, history of state and law of the Republic of Tajikistan, history of state and law of foreign countries, constitutional law of the Republic of Tajikistan, constitutional law of foreign countries, international law, human rights, history of political and legal doctrines, actual problems of the theory of state and law.
The Department of State and Legal Disciplines has stable ties with government agencies and educational institutions. In addition, teachers of the department are constantly involved in lectures at the central office of the Ministry of Internal Affairs, the Department of Internal Affairs, the Department of Internal Affairs of cities and regions. Teachers of the department for advanced training and conducting classes participate in other institutions and have established strong ties with them. Including with the Ministry of Internal Affairs and its subdivisions, the Ministry of Education and Science of the Republic of Tajikistan, the Ministry of Justice of the Republic of Tajikistan, the Tajik National University, the Tajik State Financial and Economic University, the Russian-Tajik Slavic University, the Department of State and Legal Disciplines of the Academy of Management of the Ministry of Internal Affairs Russian Federation and others. It should be noted that teachers who in different years conducted their activities at the department, such as Sayfiddinov A.A., Saidzoda Z.A., Khairulloev F.S., Safarzoda H.S., Odinazoda A.Sh., Gafuri M. S., Yusufzoda A.Kh., Mansurzoda A.M., Bobonazarzoda F.Sh., Karimzoda U.K., Abdullo A.R. are graduaters of the Academy of Management of the Ministry of Internal Affairs of the Russian Federation and defended their Ph.D. dissertations in this scientific and educational institution.
The main goal of the activity of all employees of the department is to ensure such a level of training of cadets and students that would meet the requirements of the qualification characteristics of a specialist. In this connection, the management of the department is constantly taking measures to fill vacant positions. Candidates are selected from among graduates of the Academy of the Ministry of Internal Affairs, law faculties of higher educational institutions, graduate students of various educational institutions, as well as from among the most trained employees of services and divisions of the Ministry of Internal Affairs.
Employees of the department, using the latest educational achievements of higher educational institutions, in order to form universal values among cadets and students in the field of state and law, have achieved great success. The teaching staff of the department to fulfill the tasks assigned to them, including ensuring the rule of law and protecting the rights and freedoms of citizens, as well as to convey to cadets and students the knowledge of the objective functioning and development of law and the state, the constitutional foundations of the organization and activities of internal affairs bodies, compliance with the rule of law in work personnel are fruitfully used in their daily activities. The teaching staff strives to closely link the general theoretical and practical foundations of the law enforcement agencies, while using the positive best practices of the internal affairs bodies of foreign countries so that the cadets can use them in their future activities.
The department continues active research work on the scientific topic of the department "Legal consciousness and legal culture of the internal affairs bodies of the Republic of Tajikistan: actual problems of theory and practice", designed for 5 years (2021-2025). In addition to the work provided for by the main plan of the Academy's research activities, the staff of the department conducts a large amount of unscheduled scientific work.
One of the main activities of the teaching staff is the identification and application of active forms and methods of teaching, the use of the latest technologies in conducting classes, linking theoretical and practical knowledge, developing the latest technologies in the educational process and introducing society's innovations in the educational process.
Currently, the staff of the department consists of the following persons:

Solehzoda F.F. - assistant professor of the department, lieutenant colonel of militia;
Kodirzoda G.N. - senior teacher of the department, of police major;
Pulodi F.Yu. - senior teacher of the department, of police major;
Jalolzoda S.I. - senior lecturer of the department, of police captain;
Fakhridinzoda H.S. - teacher of the department, of police captain;
Ibrohimzoda D.K. - teacher of the department, of police captain;
Mahmadzoda Z. - teacher of the department, of police captain;
Kurbonzoda J.G. - head of the department's office, militia major.
Also at the department there is a scientific society of cadets "Young statesman", which annually has more than 20 permanent members, at whose meetings dozens of scientific reports of cadets are discussed.
During the functioning of the department, its employees transferred the basics of the necessary professionally important knowledge, skills and abilities of law enforcement to thousands of practical workers of the internal affairs bodies, prepared hundreds of various kinds of methodological developments, programs, recommendations for the draft laws of various sectors of the national economy, conducted more than a dozen scientific studies , the results of which are successfully used in law enforcement activities of internal affairs bodies.
The teaching staff of the Department of State and Legal Disciplines provides teaching at faculties No. 2, 3, 5 and 6 of the Academy in 11 different disciplines, including: theory of state and law, history of state and law of Tajikistan, history of state and law of foreign countries, constitutional law of the Republic of Tajikistan, constitutional law of foreign countries, international law, Islamic law, history of teachings about law and the state, the problem of the theory of state and law, as well as law.
At present, a good teaching staff has been formed at the Department of State and Legal Disciplines, with a positive working atmosphere, whose members conscientiously fulfill their duties.
The teaching staff of the department takes an active part in the execution of decrees and instructions of the President of the Republic of Tajikistan, the Government of the Republic of Tajikistan, the Ministry of Internal Affairs and the leadership of the Academy, using their knowledge and skills. The teaching staff of the department performs their official duties professionally, with a high sense of love for the motherland and patriotism.
